We publish a new issue of the EU Co-operation News, newsletter on EU assitance of the EU Delegation to Moldova.
Among the stories covered by the newsletter is the intensive training session provided by the Association for Development and Co-operation within Publika TV headquarter with the support of the EU-funded Support to Confidence Building Measures (SCBM) Programme. During this training 20 journalists, including 10 from the left bank of the Nistru River, learned how to produce news for TV channels, radio stations and websites.
The SCBM Programme contributes to confidence building between both banks of the Nistru River by involving local authorities, civil society organisations, business community and other stakeholders, as well as through ensuring economic and social development of local communities.

Sistem Electronic de Achiziţii Publice
Începând cu 1 octombrie, în Republica Moldova, va funcţiona sistemul electronic de achiziţii publice. 34 de ministere şi agenţii subordonate Guvernului, precum şi şase spitale, finanţate din bugetul de stat, vor fi obligate să posteze pe suport electronic anunţurile privind achiziţiile de produse, lucrări şi servicii.
În acest context, pe parcursul luni septembrie, concomitent cu activităţile de testare a sistemului, în cadrul unui proiect Twinning au avut loc instruiri avansate cu participarea specialiştilor din România, notează Info-Prim Neo.
Expertul Gabriel Dumitru a specificat că acum zece ani, când România a început implementarea sistemului electronic de achiziţii, condiţiile au fost mai puţin favorabile, tehnologiile informaţionale nu erau atât de avansate. Un plus pentru R. Moldova este şi faptul că cei mai mulţi agenţi economici, potenţiali participanţi la licitaţii, au cunoştinţele necesare şi utilizează pe larg calculatorul.
Roxana Popescu, expert din România, a menţionat că implementarea sistemului electronic de achiziţii publice va permite monitorizarea modului în care sunt cheltuiţi banii publici.

Our project is organising today an EU Press Club Meeting entitled "Twinning Projects: EU Assistance for Public Administration Reform in Moldova".

Twinning is an institutional building tool designed by the European Commission to help beneficiary countries in the development of modern and efficient administrations and organisations at central, regional and local level, with the structures, human resources and management skills needed to implement the acquis communautaire to the same standards as the EU Member States.
Twinning provides the framework for administrations in the beneficiary countries to work with their counterparts from the EU Member States. Together they develop and implement Twinning projects that target the transfer, enforcement and implementation of a specific part of the acquis communautaire.
The main distinct feature of the Twinning project is direct exchange of specific national experience in EU legislation implementation.
Twinning has been made accessible to Moldova since 2006. At present ten Twinning projects of almost €11 million are in the process of implementation or are finished in Moldova.

EU Ambassadors launch a new project in the area of labour market migration
The Head of the EU Delegation, Ambassador Dirk Schuebel, as well as the Ambassador of Sweden Ingrid Tersman and Ambassador of Italy Stefano De Leo launched on 21 September a new EU-funded project in the area of labour market migration.
The €2 millionproject“Consolidation of migration management capacities in the Republic of Moldova” will be implemented by the Swedish Public Employment Service and will have as primary objective to facilitate legal, circular migration between Moldova and the EU.
„The European Union offers financial and technical support in the implementation of reforms in the Republic of Moldova, including in migration policies. This issue can be confirmed by the European project launched today, which objective is to facilitate and promote circular migration. We are very much convinced that the ambitious activities that the project plans to implement will bring advantages to everybody: country of origin, country of destination and obviously the Moldovan citizens”, stated Ambassador Schuebel.

Traning on communication for EU-funded projects
The expersts of the ENPI Info Centre with the support of our project held on 30-31 May a traning session on communication for EU-funded projects. The training was based on the Communication and Visibility Manual for EU External Actions.
It sets out requirements and guidelines for briefings, written material, press conferences, presentations, invitations, signs, commemorative plaques and all other tools used to highlight EU participation. In addition, it offers tools designed to enable the development of a dynamic communication strategy that will highlight the achievements of EU support.

New EU Information Centre
The EU Delegation has opened in Soroca a new EU Information Centre (EUi). It will provide the local public with information and literature covering a wide range of areas, inter alia on EU programmes and instruments for Moldova, EU legislation, business rules and, not least, culture.
The EUis network in Moldova receives materials and specialised literature from the Publications Office of the European Union, based in Luxemburg. A cooperation agreement in this respect was signed with every host education institution.

newsletter covers the closing event of the €1 million Twinning project on
Support to the Implementation and Enforcement of Intellectual Property Rights
in Moldova; planning conference to help local public authorities in forest

EU and Moldova officials first present start of negotiations on DCFTA to business community
The Delegation of the
European Union to Moldova
held yesterday a conference on present and future EU-Moldova trade and economic relations.
More than 120 participants representing business community from all regions
including Transnistria, as well as public authorities, civil society and mass
media attended the event. The conference organised in partnership with the
European Business Association was officially opened by the Prime Minister of
the Republic of Moldova Vlad Filat and the Head of EU
Delegation Ambassador Dirk Schuebel.

The first part of the event
was devoted to the current status of negotiations between the EU and Moldova on the
Deep and Comprehensive Free Trade Area (DCFTA). Welcoming the first round of
negotiations held on 16-23 March, 2012 on DCFTA, Ambassador Schuebel said: “We believe that this is an historical moment
in EU-Moldova trade relations. We are entering a new phase that will bring our
relations to a new level of depth and ambition”.
The Head of Political and
Economic Section of the EU Delegation Wolfgang Behrendt
presented the main fields and current status of negotiations on DCFTA after the
first round held in March. Three further rounds are foreseen also in June,
September and November 2012 and other 2-3 rounds in 2013. The EU and Moldova
plan to finalise the negotiations and sign the agreement on DCFTA by end of
2013.
“The EU market will not open automatically when DCFTA
negotiations are concluded and the Association Agreement enters into force”, said Mr. Behrendt. Moldova
have
to implement reforms, e.g. in the fields of technical regulations, sanitary and
phytosanitary measures, intellectual property rights protection and competition
rules. The Moldovan chief negotiator on DCFTA, Deputy
Minister of Economy Octavian Calmic presented the opportunities for business
community but also the challenges of the DCFTA.
The Moldovan business now
benefits from Autonomous Trade Preferences (ATP) that the EU has extended to Moldova . The Minister
of Agriculture and Food Industry Vasile Bumacov spoke about the ATP and EU assistance
to the agricultural sector, and the Head of AGEPI International Cooperation and
European Integration Office Liliana Vieru outlined the EU assistance in the
field of Intellectual property rights.
In the third part of the
conference top manages from Moldovan and foreign companies presented some case
studies of exports to the EU and doing business in Moldova .
NOTE
In the framework of the
Eastern Partnership and the European Neighbourhood Policy, the EU is negotiating
a future Association Agreement with Moldova since 2011. The DCFTA, officially
launched by the European Commissioner for Trade Karel De Gucht in Chisinau in
January 2012, will be part of this Agreement, which aims to closely associate Moldova to the
EU both in economic and political terms, in line with the Eastern Partnership
objectives. The future trade relations will therefore expand significantly
beyond the scope of current cooperation.
Substantial reforms are
required by the DCFTA agreement notably in the fields of technical regulations,
sanitary and phytosanitary measures, intellectual property rights protection
and competition rules. The EU assists Moldova
in this process, including by means of technical assistance in the framework of
the European Neighbourhood Partnership Instrument and the Comprehensive Institution
Building programme, since
2009, as well as with the EU Member States' support.

A study on
the scale of illegal logging in Moldova
revealed that possibly
around 500,000 m3 of harvested wood went unrecorded in
recent
official documents by governmental authorities.

EU Press Club Meeting

The establishment of cross-river partnerships will be supported, creating parallel opportunities for stakeholders from both sides to interact, thereby promoting economic cooperation and contributing towards confidence building among the actors and the population at large. The project will support activities in the following areas: Business Development, Communities Empowerment and Civil Society Organizations.

EUBAM launches a joint operated border crossing point on MD-UA border
The EUBAM announces the launching of a joint operated border crossing point (JoBCP) at Briceni-Rossoshany on the Moldova-Ukraine border supported by the Mission. During the six months, entry and exit control at Briceni-Rossoshany will be conducted on the territory of Ukraine, at Rossoshany, and the procedures of the border guard and customs services of Moldova and Ukraine will be unified, simplified and optimized.

Communication and Visibility in Moldova Project
Welcome to the webpage of the Communication and Visibility in Moldova Project!
The overall objective of the project is to further increase the communication and visibility of EU assistance in Moldova. Our purpose is to raise awareness of targeted or general Moldovan audiences as regard the content, the results as well as the impact of EU previous, on-going and upcoming support.
The Project is funded by the European Union and implemented by KEY Communications in consortium with BDR Associates.
The Project will achieve the following results:
- Increase general awareness on EU and EU Delegation to Moldova work and achievements;
- Improve the visibility of EU-funded projects;
- Organise media events;
- Assist with the production of TV and Radio programmes related to EU assistance and co-operation;
- Develop means of communication and visibility targeting various groups of population;
- Increase general public awareness;
- Increase awareness both of EU Delegation and EU-funded project activities.
